Details of SB 328 - Division of Culture & History

The following are the specific changes to current statute proposed in SB 328:
- That the division (of Culture and History) shall prohibit the selling of food and drinks in the West Virginia Science and Culture Center.
- That the commissioner shall use the exhibit room next to the archives reading room to expand the archives microfilm room and locate the gift shop in the basement of the West Virginia Science and Culture Center along with the museum. The commissioner may not merge the archives library with the lending library which loans books and materials.
- The Archives and History Commission shall have the oversight and administrative authority over the state historian and archivist.
- The director of the archives and history section shall serve as the state historian and archivist and shall make reports that are requested by the Archives and History Commission.
In addition to these provisions, there are minor word changes in a few sections to clean up antiquated or cumbersome terminology and these appear to not make any change in public policy.







Couple of problems:
The legislation would effectively take the State Archives out from under the Division of Culture and History. That’ll never fly. Don’t overreach on your legislation!
The legislation would take over the only art gallery in the building and use it to expand the Archives Library. Those of us who appreciate some art in the building would not be happy about that.
They should stick with the real issue at hand: moving the Archives Library.

Perhaps this is meant rhetorically , but to be clear it is not “my” legislation. I have simply become interested in watching this issue and reported the introduction of this bill.
Sorry, I realize it’s not “your” legislation. I meant it as a general rule. Perhaps they figure if they ask for too much it will get negotiated in committee.

I do, however, represent several groups at the Legislature and have some legislation that could be refered to as “mine” - and therefore wanted to make certain there was clarification here on this bill.
I am simply monitoring this issue since I am already at the Statehouse on a daily basis.
It should be interesting at the History Day event at the Capitol next Thursday. Word is out that the first person on the agenda to receive a History Hero award is fired State Archivist Fred Armstrong…
